Are you clued up on ULEZ?

In April 2019, the Government introduced the Ultra Low Emission Zone (ULEZ), a scheme aimed at cutting the carbon footprint of vehicles driving into London. The new legislation means that mobile catering vehicles including cars, vans and minibuses not meeting the standards within the ULEZ, will need to pay a daily charge of £12.50, plus the normal congestion charge rates for travelling into the city centre.

London is the first city in the world to introduce an emission zone that is in force 24 hours a day, 7 days of the week, and drivers not adhering to the emission zone charges will face a hefty fine of £160. Businesses with vehicles that meet the minimum emission standards will be except from any extra charges.

What are the requirements?

Transport for London maintains that:

·         All new diesel vans sold from September 2016 should meet the Euro 6 standard

·         All petrol vans registered with the DVLA from January 2006 meet the Euro 4 standard

·         Petrol cars that meet the ULEZ are generally those first registered with the DVLA after 2005, although cars that meet the standards have been available since 2001

·         Diesel cars that meet the standards are generally those first registered with the DVLA after September 2015

Currently drivers travelling to the City of Westminster and the City are affected, but further rollouts are set to come in to place in 2021 and will include the area within the North Circular and South Circular. Other cities set to introduce ULEZ charges in the coming months include Birmingham, Newcastle, Bath, Glasgow, Greater Manchester, Leeds, Sheffield, Brighton, York, Aberdeen, Edinburgh and Dundee.

In a survey we did earlier in the year, some 50% of caterers responded to say that one of their vehicles will be liable for the ULEZ charge, which could have a significant hinderance on a businesses cash flow. How to tell if my vehicle meets standards

NCASS members can check if their vehicle meets ULEZ emission standards using an online tool provided by Transport for London. You can also check which areas fall within the charging zone using this postcode checker.

You may also be eligible for the scrappage scheme that has been introduced to support micro businesses and sole traders. Visit the Transport for London website for more information.
